Two quotes for "an atta packing machine" can differ by several lakh without either being dishonest, because they describe different machines.
The biggest factor is the filler: a servo auger with an anti-bridging agitator costs more than a basic motor-driven auger, but it holds weight better as flour density changes through the day. Speed and the number of lanes come next, followed by the control system (a branded PLC with a touchscreen versus a basic panel). Build material matters too, since every surface that touches flour should be food-grade stainless steel. Semi-automatic atta packing machine
The operator places the pouch or triggers part of the cycle, and the machine fills and seals. It suits small mills and chakki units testing retail packs. The catch is scale: if you expect to need an automatic line within two to three years, buying twice usually costs more than buying right once.
Fully automatic VFFS atta packing machine
This forms, fills, seals and cuts the pouch without manual steps, and is the standard for branded atta at volume. It pairs a VFFS machine with a servo auger filler. Why Atta Is Hard to Pack Accurately
Flour behaves differently from granules, and these are the three points that decide whether a machine works in daily use.
First, flour bridges: it compacts in the hopper and stops flowing evenly, so the auger fills inconsistently. An agitator or paddle that keeps the flour moving prevents this. Second, dust settles on the sealing area before the jaws close, which causes weak or leaking seals; enclosed filling and dust control reduce it. Third, density changes with moisture and batch, so a fixed-speed auger drifts, while a servo-controlled one corrects for it.

A simple check compares your current cost per pack with the cost on a machine. Here is an illustration with assumed round numbers, not a quote.
Suppose you pack 50,000 one-kilogram pouches a month and hand filling overfills each pack by about 10 g. That is 500 kg of flour given away each month. At an assumed ₹35 per kg, that is ₹17,500 monthly, before counting labour, rejected packs and film wastage. Add the labour saved, subtract power, spares and maintenance, and divide the machine price by the net monthly saving to get the payback in months.

Weight Accuracy and Legal Metrology
Accuracy is a legal matter as well as a quality one. In India, packaged goods fall under the Legal Metrology (Packaged Commodities) Rules, 2011, which set a maximum permissible error on declared quantity and require manufacturers, packers and importers to register. The permitted deficiency depends on your declared pack size, so check the relevant schedule or ask your Legal Metrology office before you finalise the machine specification.
